Update: Issue resolved.
Re-defined the environment variable using the truncated path. Launched VS 16.10.2 and had no issue accessing COBIA headers from project dependencies nor peeking into code with intellisense. Not sure what happened, but I realised that between the latest update (15 June) and my last message I have not actually tried again until now, So, it could be a fixed issue or another unknown factor from my side. Anyways, I think you can mark the ticket as solved. Really appreciate your engagement in such a small matter.

Thank you for your feedback. Glad to hear the issue is resolved on your end. I will leave the COBIA ticket open until discussed with the M&T SIG. Short path names are no longer a 'given' it seems - modern file systems don't have one.
